INCLUSIVE POLICY ON EDUCATION: A STUDY ON THE IMPLEMENTATION OF DELHI SCHOOL EDUCATION SYSTEM ACT, 1973
Abstract
Introduction: Aspiration among school going children is shaped by the contemporary economic status of the family. To prompt children to set high aspirations in life, they must be linked with quality education. This paper analyzes and seeks to understand the trend in implementation of relevant provision of the Delhi School Education System Act with respect to Economically Weaker Section and Disadvantage Category.
Research Methodology: This paper is based upon analysis of secondary data available on enrolment records maintained from 2007 to 2015 with the Directorate of Education, Government of Delhi. It has relied on quantitative method, hence a sample of 10,602 enrolments were taken from 134 schools (i.e. 10% of 1344 enlisted DoE registered private schools as on 2015) spread across 13 districts (as per DoE)(3) of Delhi.
Results and Conclusion: This study particularly focused upon the impact of inclusive policies adopted in education system by the Government of Delhi in recent years in terms of establishing more inclusive structure. The results clearly show that with the passing year the private schools of Delhi have been significantly accommodative towards various marginalized groups as defined by the policy of seat reservation according to the provisions of Delhi School Education System Act, 1973 with certain exceptions which requires further intervention by policy makers.
